Public toilets should be a safe place to go.
They should be inspected frequently and in a hightraffic area. A good location would be in or next to the police station on Fourth Avenue. Even tourists would feel comfortable using the facilities with law enforcement nearby.
Downtown businesses could spring for inspection and cleaning. Their streets will be cleaner and bad actors won’t last long with police coming and going next door.
