In his opinion piece in the ADN Jan. 19, Niki Tshibaka wrote: “Mayor (Dave) Bronson has appointed numerous women, three African Americans (including perhaps the Municipality’s first black chief human resources officer) …”
For the record, there were at least two Black directors of human resources at the Municipality of Anchorage back in the 1980s — Eleanor Andrews and Frank Austin. They were strong believers in, and upholders of, the merit principles required by the Anchorage Charter.
