A state investigation showed the two Kenai Peninsula troopers pepper-sprayed the 38-year-old, ordered a dog to bite him, and shocked him with a Taser, according to a criminal charging document.
The promises include a third-party examination of what has led to a record spate of killings by Anchorage police officers, a growing crisis that reached a breaking point this week when a teen was killed in her family’s East Anchorage apartment.
